I can confidently say that no mainstream game has ever been as truly universal as Scarcity RPG, just as I can blindly and likely erroneously claim that no game of any kind has been as universal as Scarcity RPG. Scarcity RPG has no baggage, it is truly equally apt at providing any experience you can think of! Most games take one of two paths to attempt universality: "Provide an optional rule for every situation," or, "Provide rules that can expand to cover any situation. You may be able to create a game that allows for any setting,  but not one that equally handles every genre and story.
