The story follows the life of Boss Jubala who has established an Imperial Base on a planet called Mugara. The people living there have found minerals and resources, but they do not allow others to exploit them unless forced by government officials like Jabba Hutta. However, despite this law being enforced for some time now, many citizens want to leave the base because of their economic hardship caused due to limited goods in store at a fair price point plus having been removed from all such resources without permission which they could have otherwise exploited themselves with. This has led them into using an Imperial Base as shelter where there are no limitations on items or activities but only permits for personal use, and even though Boss Jubala does not like working collaboratively (for the Empire), he still respects his daughter Zira who is sensitive to force power because of her father's actions in helping Vader. Jabba Hutta will continue being a government official that works under the base commander until they have enough evidence on how much profit can be made from him and whether or not Boss Jubala would really want their collaboration with Darth Vader; meanwhile, Zira is secretly working for them by doing what she does best to help people who are in need.
