Over the course of six rounds, the townsfolk present a grievance, and then the two sides negotiate, bidding with cards and tokens. Dealing with Dragons is a short game for two or more players. At the end of the game, whoever has the most tokens wins, but either (or both) sides may decide to fight, changing the victory dynamics.
