It elaborates on the concepts used in the game, but also provides systems to easily create non-playing characters, factions, monsters etc. It aims to make it easy for the GM to moderate the game with little to no preparation, but it is still flexible enough to allow for complex characters, actions, and situations. The game works best when played with semi-realistic characters.
