The goal of the game involves meeting challenges such as overcoming rivalries with other strategos/admirals while still keeping your empire safe from destruction by disasters like earthquakes that can hit at any moment without warning causing a "fear and panic" effect on all players, making them lose power points if they don't pay attention to important events taking place in their court.
