The scenario introduces The Phantom Club, a new NPC organization that has kept tabs on supernatural activities for decades, but who have now become the hunted. The Phantom Club seeks to enlist the aid of the Investigators to take down a being from English folklore, who has terrorized Victorian-era London for half a century.
