Players use stealthy moves through dark alleyways until they find a way into Commissioneer Kelly's cell for one last showdown before escaping back underground or facing their punishment in public court if caught by The Department of Law and Order, which uses violent mysteries as an excuse to incriminate those who question them too much on the streets.The Shiner are also present throughout this story but work secretly through shadowy organizations like In Alley's Dark to maintain a balance between justice for all citizens or even more power in their hands that they could use against each other, depending on how far Kelly and his minions go to silence those who question them before the end.
