The Ministry is a paramilitary cult of dark elves in Spire. They aim for overthrowing cruel high elf rulers to restore drow as rightful leaders and have been evading attention with their single- minded goal, but are now faced with growing resistance from the people they seek power over or subvert. Their members also include diverse character types such as knights, sorcerers/artists, nuns (Morticia), cults led by mad kings to cannibalize themselves and fallen soldiers who become cannibals after their fall back on military training is cut short due to imprisonment in the Ministry's cells.
