Partisan Core is a 15 page tabletop roleplaying system intended for times of conflict. This can mean historical periods of civil unrest, wars, fantasy stories about desperate missions against a powerful evil, scifi survival horror, or anything else you feel fits. Partisan Core is diceless, using only a coin to resolve disagreements---and even then only sometimes. Mostly in Partisan Core, the better armed, better trained, more numerous side wins---unless the players are willing to make sacrifices.
