He shuffles the tasks, assigns out one PASS and FAIL card to each player and the game begins. If there is a majority for (Or a tie) the party is locked into the TASK and the game moves onto VOTING Otherwise, the party is disbanded and the TEAM LEADER position is given to the next clockwise player. You can vote PASS or FAIL.
