The game is called "Last Dispatch" which involves rolling dice, drawing hands from tarot packs of cards representing conflicts within society that lead to political instability. There's also an option for non-narrative variant named Dispatch Solitaire with the same rules but without story development. To play, you'll need a standard 52 card deck and record each day's dispatch on hand drawn or written records called "dispatches".
