Maybe they can pick a new one of these every three levels, or they have to go on a quest for them OR They're just a normal spellbook that magic users can copy spells out of. Magic users get one of these at character generation, and maybe a bigger hit die than usual. Petty spells are level 1, Overdriven spells are level 3 (including the HP cost).
